We are writing to you as Vietnamese Americans to express our deep concern about the egregious violations of religious freedom and human rights in Vietnam. Despite guarantees of religious freedom enshrined in the Vietnamese Constitution and in U.N. human rights treaties ratified by Vietnam, the communist authorities persist in detaining, intimidating and harassing Buddhists, Christians and followers of all confessions simply for the peaceful exercise of their religious beliefs. All independent religious organizations have been banned and supplanted by “State-sponsored” bodies controlled by the Communist Party of Vietnam.<\/p>\n

A major target of repression is Buddhism, which is followed by 80% of the population and has a 2,000-year history in Vietnam. The Most Venerable Thich Huyen Quang, 86, Fourth Supreme Patriarch of the Unified Buddhist Church of Vietnam and his Deputy, Venerable Thich Quang Do, 76, have both been detained for more than 23 years simply for their non-violent advocacy of religious freedom, democracy and human rights. Yet just a few days ago, Vietnams Foreign Ministry spokesman Le Dzung declared that they were “living and practicing their religion in normalcy” in their respective monasteries. We enclose for your information a letter sent to the Vietnamese leadership by Patriarch Thich Huyen Quang which describes the very harsh conditions under which both monks are currently detained.<\/p>\n

In September 2004, for the very first time, your administration designated Vietnam as a “country of particular concern” (CPC) for its violations of religious freedom. Vietnam responded by making certain concessions to Protestant “house church” worshippers in the Central Highlands, on condition that they renounced membership of FULRO, an organization of ethnic tribes-people who fought alongside the United States Army during the Vietnam War. However, we fear that Vietnam is simply using this as a tactic to persuade America to lift the CPC designation on 15th March. If the CPC designation is lifted, they will continue to repress and arrest Protestants under false claims that they belong to “FULRO”. <\/p>\n

We therefore urge you not to be satisfied by these token gestures, but to seriously examine Vietnams grave religious freedom abuses and maintain CPC designation on Vietnam. We are firmly convinced that pressure from the United States is the most effective way to make Vietnam cease religious repression and respect its peoples fundamental rights.<\/p>\n

Knowing your deep personal attachment to the cause of religious freedom, we sincerely hope you will take the wise decision of maintaining Vietnam as a “CPC”.<\/p>\n
