I deeply appreciated the State Departments designation of Vietnam as a CPC in September 2004, which successfully pressed Vietnam to make a number of gestures and promises. However, as Ambassador John Hanford stated in May 2005, the United States cannot be content with mere promises, but must see concrete progress before lifting CPC designation on Vietnam.<\/p>\n<p>Recent events show clearly that Vietnam is making no effort to fulfill its pledges. On the contrary, it has stepped up repression against the religious communities. For example:<\/p>\n<p>&#8211; Repression against the banned Unified Buddhist Church of Vietnam (UBCV) has increased. Between June-August 2005, Security forces intercepted several delegations of UBCV monks, including 24 monks from Hue, as they attempted to visit the detained UBCV Patriarch Thich Huyen Quang. Mr. Ngo Yen Thi, Head of the Government Religious Board, told Radio Free Asia that no-one could visit the Patriarch without permission, even though Hanoi claims that the UBCV Patriarch is &#8220;completely free&#8221;. Throughout July-August, Security forces threatened and interrogated UBCV monks and followers in Thua Thien-Hue, Quang Nam-Danang, Binh Dinh and Khanh Hoa simply because they set up local UBCV sections to assist poor people in these provinces. Venerable Thich Quang Do, UBCV Deputy leader, remains detained without charge in Thanh Minh Zen Monastery in Ho Chi Minh City. In May 2005, the UN Working Group on Arbitrary Detention declared Thich Huyen Quang and Thich Quang Do to be victims of arbitrary detention (Opinion 18\/2005), and called for their immediate release ;<\/p>\n<p>&#8211; Christian Montagnards repatriated from Cambodia in July 2005 have been beaten and harassed. Vietnam denies international observers access to the Central Highlands to monitor their situation. Security forces use violence to force them to renounce their faith and join State-sponsored Protestant Churches; <\/p>\n<p>&#8211; On 5, August 2005, Security Police arrested seven Hoa Hao Buddhists, including two children, after two Hoa-Hao Buddhists self-immolated to protest religious persecution. One of these men later died;<\/p>\n<p>&#8211; Prisoners released in government amnesties continue to suffer persecution. Buddhist monk Thich Thien Minh, released in February 2005 after 26 years in prison, has received death threats and is held under permanent surveillance. <\/p>\n<p>I believe there can be no true religious freedom as long as major religious bodies such as the Unified Buddhist Church remain banned.
